William McKinley (1843-1901). Partially Printed Document Signed, "William McKinley", as President, 1p, 15.25" x 18.75" (visible), Washington, January 16, 1899, appointing Sidney R. Wiley as "Captain in the Third Volunteer Infantry". Countersigned by Secretary of War Russell A. Alger (1836-1907) as "R. A. Alger". Intact blue War Office seal affixed at the lower left. Beautifully double matted to an overall size of 18" x 21.5". Moderate overall rippling from being adhered to a same-size sheet of cardstock. Light soiling and scattered staining. In near very good condition. With RR Auction Certificate.
