A 1795 Tench Coxe Signed Revenue Circular with Additional Franking Signature

A partly-printed document signed twice by Tench Coxe, directed from the Treasury Department to individual states? Collectors of the Revenues of Impost and Tonnage. The circular measures 7.5? x 9.5?, [Washington], April 19, 1795, directed to William Webb, Collector of Customs in Bath. It reads, in most part: ??It is possible, that a specific knowledge of the course of our foreign trade in its latest stages, may afford useful light to the President and the Senate at the meeting of the latter in June next. You will therefore be pleased to complete and transmit as early as possible, the return of exports from your district to the 31st of March 1795??. Coxe signs at the conclusion as the Commissioner of the Revenue.
The circular is printed in integral address leaf format and bears a full franking signature of Coxe at upper left of the address panel. It exhibits weakened folds with some splitting thereon on the verso with address leaf, a few tiny holes at lower left, well clear of the text, and is overall in very good condition.
Congress passed the Tariff Act of July 4, 1789, and the Duties on Tonnage statute on July 20, 1789. Administration of customs laws was placed under the Secretary of the Treasury by an act of September 2, 1789, Alexander Hamilton, who made Coxe Commissioner of Revenue, in 1792. As such, Coxe was responsible for all tax revenue which was being collected by individual districts.
Tench Coxe (1755-1824) served as a delegate for Pennsylvania at the Continental Congress from 1788 to 1789. He also was a prolific writer on the topic of political and economic subjects, as well as on naval power, the arts and manufacturing, writing under the pseudonym "A Pennsylvanian."
