Superb typed document signed with autograph revisions, the final text for a speech given at the Annual Convention of the U.S. Jaycees (in San Antonio, TX), June 24, 1981. 13 pages, 8.5" x 11", Washington, June 24, 1981. Together with an autograph note signed on a typed memo from speechwriter Kenneth L. Khachigian, two pages, 8.5" x 11", Washington, June 22, 1981, on White House letterhead, indicating possible insertions the speech. Fine.

At top right of the memo, Reagan pens, in full: "Here it is, Ken. I made a few of the you suggested & a few more of my own. & agree with the insert at the bottom of P. 6. RR."

The insert (about which Reagan writes "Insert" on the page) reads, in part: "…Now, I want to pause here because there is something that has been bothering me the last few days. I read a report that the Chairman of the Democratic Party says he would like to kick Phil Gramm out of the Party. As you know, Phil Gramm has been a tireless supporter of our efforts to control spending…Let me just say this. Controlling spending and restoring economic sanity is not just a Republican issue or a Democratic issue. It's an American issue, and I don't think it's our way to threaten to kick people out of any party for doing what they think is right. I can't advise Mr. Gramm what to do—but I want to assure him of this: there are millions of Democrats, Republicans and Independents who support what he does. They don't like the idea of partisan threats, and neither do I!". Reagan adds in holograph: "OK RR."

After winning reelection from Texas in 1982 as a conservative Democrat, Gramm was removed from the House Budget Committee. In response, he resigned his seat in Congress, and ran as a Republican for his own vacancy, winning easily. He won election to the U.S. Senate from Texas in 1984 as a Republican and served until resigning late in 2002.

The United States Junior Chamber, known as the Jaycees, was established in 1920 to provide young men with leadership skills through service to others. Some notable members included Charles Lindbergh, Elvis Presley, Larry Bird, Bill Gates, and several other presidents – such as Reagan!

This speech was delivered a scant two months before Reagan signed the Economic Recovery Tax Act of 1981 (in August), which brought reductions in individual income tax rates, the expensing of depreciable property, incentives for small businesses, and incentives for savings. Five years later, Reagan introduced the Tax Reform Act of 1986 brought the lowest individual and corporate income tax rates of any major industrialized country in the world.
