WILLIAM MCKINLEY
(1843 - 1901) Twenty-fifth President of the United States, acquired Cuba, Puerto Rico, Guam and Hawaii, assassinated. Fine partly-printed D.S. as President, 1p. folio parchment, Washington, January 29, 1900, the appointment of Louis A. Kaiser to serve as "Lieutenant Junior Grade in the Navy", boldly signed at bottom, also signed by Secretary of the Navy BIRKETT D. FRY. A few marginal toned spots, else fine condition. Louis A. Kaiser (1870-1939) reached the rank of captain and was also briefly in charge of the government on Guam. He was a pioneer in the Navy on the use of wireless telegraphy, conducting many early tests. In 1905, he demonstrated an 1100+ mile range while testing it aboard the USS Brooklyn.
