Description: Autograph letter signed by Howell Cobb, dated Treasury Department, 28 September 1859. 24.7x19.5 cm (9¾x7¾").Warren Cobb, longtime U.S. Representative from Georgia, sometime Governor of that state, and future President of the Confederate States Provisional Congress, writes as Secretary of the Treasury a year and a half before he would resign that office to join the secessionist movement that was to cleave the nation in two. He is considered one of the founders of the Confederacy. In his service as the President of the Provisional Congress of the Confederate States, he guided the delegates in drafting a constitution for the new Confederacy that declared that they seceded from the Unites States and created the Confederate States of America. He continued serving as President of the Provisional Congress before resigning to join the military. The present letter refers to an inquiry from the mint superintendent about expenses of the mint under appropriations. In Cobb's response, he seems to be cautioning the treasurer about how money has been used to pay wages for the officers and workmen.
