Il decreto della Convenzione Nazionale è ispirato da Jacques-Louis David, che nel 1793 aveva stilato un rapporto sulla necessità di sopprimere la Commissione del Museo. Secondo le sue indicazioni, il Conservatorio è organizzato in quattro sezioni: Pittura, Scultura, Architettura, Antichità. I conservatori nominati per le quattro sezioni sono: Jean-Honoré Fragonard, Jean Bonvoisin, Pierre-Étienne Le Sueur, Jean-Michel Picau (Peinture); Robert-Guillaume Dardel, Antoine-Léonard Dupasquier (Sculpture); Julien-David Leroy e François, Jacques Delannoy (Architecture); Jean-Baptiste Wicar, Casimir Varon (Antiquités).
