After Congress passed the Enrollment Act of 1863, opportunistic businessmen held themselves out as “recruiting agents,” or private recruiters who sought to find recruits for the Army as well as substitutes for men who were drafted and had the means and desire to avoid service. The duo of Gleason and Kies operated such a business in Danielsonville, Connecticut, advertising “Recruits mustered and accredited to any town in the State.”
This is an original calling card for their services. Offering “substitutes furnished at reasonable rates,” this firm attempted to cash in on both the newly instituted draft as well as various state and local recruitment quotas by finding willing men and expecting a commission for their services.
