James Milton Turner ALS 1st African American United States Diplomat

TURNER, JAMES MILTON. Autograph Letter Signed, “J. Milton Turner”, 1 p. front and verso, April 7, 1873, Teneriffe, 5" x 8", to Mr. Benjamin. Expected folds, scattered ink spots, toning, mounting remnants at left edge, else Very Good.

The letter, in part, “I thought perhaps it would prove of interest to you to hear that upon our arrival at this place we find no embargo on the landing of passengers…Two gentleman passengers in this steamer have just landed, & knowing you desire to visit here provided there is no delay from quarantine. I was careful to enquire & found that no quarantine regulations are being enforced…The Steamer remains here but one hour. I have not time to procure such material as I would like to write to you on. You will therefore excuse &c. “

James Milton Turner (1840-1915) was an African American Missourian who was a prominent politician, education advocate, and diplomat in the years after the Civil War. Turner was born into slavery in St. Louis, Missouri. His enslaved father, John Turner, was a "horse doctor". Allowed to keep some of his earnings, John Turner eventually purchased freedom for himself and his family.

When the American Civil War broke out, Turner enlisted in the Union Army and served as body servant for Col. Madison Miller. He was wounded, resulting in a permanent limp. After the war, Turner was appointed  Assistant Superintendent of Schools, responsible for establishing freedmen schools in Missouri. Turner was also active in organizing African Americans as a political force in Missouri.

President Ulysses S. Grant appointed Turner Ambassador to Liberia in 1871, making him the first African American to serve in the U.S. diplomatic corps. He held the post in Monrovia, the capital of Liberia, until 1878.
