Woodrow Wilson Signed Naval Commission Promoting Son of Rear Admiral

An elegant 1p document signed by 28th U.S. President Woodrow Wilson (1856-1924) as "Woodrow Wilson" at lower right. Signed at Washington, D.C. on July 15, 1913. Countersigned by Josephus Daniels (1862-1948), U.S. Secretary of the Navy, as "Josephus Daniels" at lower left, and also signed in the docket by a registrar. Partly handwritten and partly printed on vellum. An embossed blue "United States of America Navy Department" seal is found at the center of a vignette depicting mythological sea creatures at bottom. Expected wrinkles and folds. Isolated stains at lower left, and the seal shows moderate wear. Else clean, crisp, and near fine. Matted and archivally framed behind museum-quality UV ray filtering glass with document separators in a handsome mahogany finished frame. Not examined out of frame. Sight size: 14.25" x 17.5." Overall size: 21.25" x 24.5" x 2.5." Accompanied by a signed James Spence Authentication Letter of Authenticity dated December 5, 2017.

President Wilson appointed James F. Kutz "Paymaster in the Navy with the rank of Lieutenant Commander." James Fulton Kutz (1880-1976) was the son of Rear Admiral George Fitzgerald Kutz (1835-1921), a career naval officer and Civil War veteran. After joining the U.S. Navy in 1903, the younger Kutz would serve in the supply corps for 43 years.
