(CHINA) HAMILTON FISH APPOINTS A CIVIL WAR GENERAL AS CONSUL AT SWATOW
Partially-printed D.S., 1p. folio, Washington D.C., Dec. 19, 1874, appointing Civil War general ISAAC F. SHEPARD (1816-1889) United States Consul in Swatow (Shantou), China. It reads, in part: "These are therefore to request all whom it may concern to permit [Shepard] to pass freely without let or molestation, and to extend to him all such friendly aid and protection, as would be extended to like Officers of Foreign Governments resciting to the United States." Co-signed by Secretary of State HAMILTON FISH (1808-1893). Blind-embossed with the seal of the Department of State, and the paper features a large United States of America watermark, with an American eagle. Mounted in a double-sided gilt frame. Folds, else fine.
