Nathaniel P. Banks led a storied political career in addition to serving as a Union Army general. In addition to his term as Governor of Massachusetts (1858-1861), he served as a member of the United States House of Representatives before the war (1853-1857) and three terms post-war (1865-1873, 1875-1879, and 1889-1891). This Constitutional manual dates from his fourth and final term in the U.S. House.
