(1891-1976) SS-Gruppenfuührer and Generalleutnant of the Ordnungspolizei, sent to Kiev in November 1942 to succeed Otto von Oelhafen as head of police in Reichskommissariat Ukraine. Bomhard followed the same path as his predecessor of integrating police operations with the activities of the SS in the area. Bomhard signs a typed summary on SS-Brigadefuhrer and Major General WILLY TENSFELD (1893-1982), 1p. oblong 8vo., regarding his decision to award Tensfeld the War Merit Cross, First Class with Swords. It reads, in part: '...The war began and he was appointed Brigade Leader (December 6, 1941) Chief of Staff at the Higher and Police Leader North Sea in Hamburg. Since March 14, 1941 it has been in the eastern part of the city. From the beginning, under the most difficult conditions, he built up the police in the area of Kharkov and pushed the organization forward with iron strength so that it soon became a decisive factor in pacifying the area. Brigadefuehrer Tensfeld made a particular contribution during the current tense situation in the area by intercepting dispersed units of the police, reorganizing them and bringing new forces back in, especially with the Schult and Fegelein combat groups. Here T[ensfeld] worked together with Army Group B in an excellent manner. The way in which the above tasks were carried out by Brigadefuehrer Tensfeld deserves special recognition and represents a decisive contribution to the carrying out of important war tasks, which is why I decided to award the War Merit Cross, First Class with Swords...
