[James Madison 1741-1836] Fourth president of the United States (1809-1817) and fifth Secretary of State (1801-1809.) James Madison was the President during the War of 1812 and issued this pass during a time when the Royal Navy was effective in blocking U.S. maritime trade. Scallop top ship's pass signed by president James Madison and his Secretary of State, Robert Smith. Dated March 10, 1812 the pass is for the ship, Rockingham, out of Portsmouth, New Hampshire. It is pass number 52 and printed on vellum. Framed: 18 'x 22 3/4'.Fold marks visible. Faded ink.
