In part: ‘...The undersigned residents of the Eighteenth Ward of the city of New York conscious that only these persons should be appointed in your department who are fully competent to discharge the duties of the particular stations which may be assigned them and also conscious that those who have been active in the party organization ought so far as the public interest permit to be rewarded for their services have taken upon themselves to recommend the appointment of Harris Wines Esq. to the office of Inspector of the customs for this port...’ Cooper concludes with favorable sentiments towards Wines and signs at conclusion along with twelve other members of the Eighteenth Ward.
