Pen used by President Lyndon B. Johnson to sign H.B. 7031, an Act to provide for the establishment and operation of a National Technical Institute for the Deaf. Framed with a Western Union telegram addressed to Alexander Fleischman, President of the National Congress of Jewish Deaf inviting him to the signing ceremony, a newspaper clipping of the ceremony, and a copy of the act. Along with two photographs of President Johnson making a speech and greeting representatives. Pen display 13" high x 24" wide. Each photograph 8" x 10". Wear to frame. MH.
