Born in 1927, in Jaffa, a Mediterranean port, during that period part of Palestine. His father, a Zionist, who was a printer by profession, had brought his family there from Lithuania in 1925. Tobiasse was just three years old when they returned to Lithuania. His father would travel looking for work and was in constant dread of the pogroms, that had periodically inflicted havoc on the Jewish communities in Eastern Europe. He found work in Paris in 1931 and moved with his whole family. In 1941, France fell to Nazi Germany. In 1942 the Gestapo had come to search their property, but their family was hidden and helped by their Christian concierge. Their apartment had been sealed; however they were helped by the concierge and a member of the Jewish French resistance to live in hiding. In 1944 Paris was liberated.
Tobiasse worked as advertising artist for five years and then moved to Nice and worked as a commercial artist for ten. In 1960 he exhibited in Nice, Salon des Peines du Sud-Est. He had also submitted his works to a competition of 'Jeune Peinture Méditerranée' Exhibition in Nice in which he won first prize in 1961. His career took off and he was offered a contract by Galerie Drouant, Paris for a one-man exhibition. He travelled America and exhibited continually, and from 1978 was made honorary citizen in New Orleans in 1982.
