Artemic Bagratovich Khalatov (1894-1937) was a Bolshevik revolutionary and Soviet politician who served as the director of the Soviet Union's State Publishing House, also known as Gosizdat, from 1927-1932. In 1919, Khalatov became a member of the People's Commissariat for Food and briefly was placed in charge of overseeing the main supply department of the Red Army. He was later executed during the Great Purge of 1937, led by Joseph Stalin.

Vladimir Ilyich Ulyanov, best known by his alias Lenin (1870-1924) served as the head of government of Soviet Russia (later the Soviet Union) from 1917-1924. Under his control, Russia was governed under the Communist Party, influenced by a one-party Marxist-Leninist state. Lenin had played a key role in the October Revolution on October 25, 1917, in which the Bolshevik Party led an armed insurrection into Saint Petersburg and overthrew the provisional government. The Council of Workers' and Peasants' Defense, later the Council of Labor and Defense, was established in 1918 to manage the economy and military material production in the Russian Socialist Federative Soviet Republic. The agency served as an emergency economic cabinet during the Russian Civil War (1917-1922) and managed to sufficiently sustain the Red Army during the economic collapse. Members of the Council included such high-ranking Bolshevik leaders as Lenin, Leon Trotsky, and Joseph Stalin.
