William McKinley (1843-1901) 25th President. 16” x 21” document signed, Washington, January 3, 1900. The document is the appointment of Willard D. Newbill as “Captain in the Thirty fourth regiment of Infantry.” The document os counter-signed by Secretary of War Elihu Root (1845-1937). The blue paper seal is intact. The document is age-toned with considerable damage to the margins with some paper-loss and tearing.
