Tom McNeely (Canadian, B. 1935) "U.S. Flag" Signed lower right. Original Watercolor on Paper.

Provenance: Collection of James A. Helzer (1946-2008), Founder of Unicover Corporation.

According to U.S. Code, the flag may be displayed on a 24-hour basis if kept properly illuminated after dark. Indeed, the American flag is required -- either by law or presidential proclamation -- to be flown 24 hours a day at a number of important sites. They are: Fort McHenry in Baltimore, Maryland; Flag House Square at Albemarle and Pratt Streets in Baltimore; the U.S. Marine Corps Memorial in Arlington, Virginia; the Town Green of Lexington, Massachusetts; the White House and the Washington Monument (where 50 U.S. flags fly continuously) in Washington, D.C.; and the Grounds of the National Arch in Valley Forge State Park, Pennsylvania. In addition, the flag is required to be flown constantly at all U.S. Customs Ports of Entry which are continually open. The flag is also displayed throughout the night as a patriotic gesture in many other places, including the U.S. Capitol Building, but this is by custom only. Upon the death of principal government leaders, the flag is flown at half staff in mourning for one or more days. It remains at half staff for 30 days after the death of a sitting or former president and for 10 days after the death of a sitting vice-president. Upon presidential or gubernatorial order, the flag may also be flown at half staff to mourn other tragic events. On Memorial Day, the flag is displayed at half staff until noon and at full staff thereafter. When placed at half staff, the flag is hoisted momentarily to its peak and then lowered to a position halfway up the staff.
