Displays an inscription up top, in what appears to be Dutch - EN BATE DER GEMEENTELYKE WELDADICHEIDS WERKEN. Signed by the sculptor - V.V. on the right side. Dutch/Flemish in origin, most likely Belgian or the countries of Benelux, circa 1918. Measurements: Approx. 9.25" x 6.25" overall.
