1792 Thomas Jefferson Signed Congressional ACT For Receiving LOAN Funding of United States Domestic Debt
THOMAS JEFFERSON (1743-1826). 3rd President of the United States, American Founding Father, the Principal Author of the Declaration of Independence (1776), and the Third President of the United States (1801–1809), served in the Continental Congress representing Virginia and then served as a Revolutionary Wartime Governor of Virginia (1779–1781), Jefferson served as a diplomat, stationed in Paris, in May 1785, he became the United States Minister to France.
March 2, 1793-Dated Approval Federal Period, Official Printed ACT of the Second Congress of the United States Signed, “Th. Jefferson” as Secretary of State, City of Philadelphia, additionally Signed in Printed Type by, Go: Washington, President of the United States; plus Jonathan Trumbull, Speaker of the House of Representatives; and John Langdon, President pro tempore of the Senate, Choice Crisp Extremely Fine. Boldly printed on fine, fresh clean heavy laid watermarked period paper, 1 page, measuring 15” x 9.5” with full wide margins with three light horizontal folds. A highly important national Document of great fiscal significance, authorizing the funding the early debt of the United States, commencing on March 1st, 1793. The huge signature “Th. Jefferson” as Secretary of State measures 2.25” long and about 1” tall, signed in rich brown ink. This ACT was proposed November 5th, 1792, passed and here signed into Law. This ACT reads, in part:

“An ACT for extending the time for receiving on Loan that part of the Domestic Debt of the United States, which may not be Subscribed, prior to the first day of March, one thousand seven hundred and ninety three.”

It provides for “making provision for the debt of the United States” on extension, and further that “a rate per centum on the amount of such of their demands, as shall have been registered, conformable to the directions contained in the said act... equal interest as would be payable to them , as subscribing creditors.”
