Collection of five U.S. Senate pamphlets relating to President Ulysses Grant’s proposed annexation of the Dominican Republic, then known as Santo Domingo. Published by F. & J. Rives & Geo. A. Bailey, Washington D.C., 1870-1871.

Title: Annexation of San Domingo. Speech of Hon. Carl Schurz, of Missouri Delivered in the Senate of the United States, January 11, 1871 20 pages, small portion of terminal leaf at gutter torn away, but retained Description: Speech by Senator and former Union Army General Carl Schurz opposing the joint resolution to appoint commissioners, largely on the grounds that productive labor had historically proved impossible in tropical climates without slavery
Title: Violations of International Law and Usurpations of War Powers. Speech of Hon. Charles Sumner ... On His St. Domingo Resolutions Delivered in the Senate of the United States, March 27, 1871 24 pages, contemporary ownership signature on title Description: Sumner’s March 24 resolution that U.S. naval vessels should be withdrawn from the coast of Santo Domingo during the debate over its annexation, followed by detailed discussion of recent events, Spain’s claims, and international legal issues
Title: The President and San Domingo. Speech of Hon. James Harlan, of Iowa Delivered in the Senate of the United States, March 29, 1871 16 pages Description: Speech by Senator James Harlan, whom Charles Sumner observed taking notes during Sumner’s former speech, in favor of Grant’s proposal. Containing several heated exchanges between Harlan, Sumner, and Schurz
Title: Annexation of Santo Domingo. Speech of Hon. Justin S. Morrill, of Vermont Delivered in the Senate of the United States, April 7, 1871 24 pages, first page detached, one-inch closed tear on second page Description: Speech by Senator Justin S. Morrill, better known for the Morrill Land-Grant Colleges Act, opposing the annexation. Arguments include economic concerns and fear of tropical disease.
