Ceremony on a rainy, blustery winter day in San Francisco, with dignitaries (including Mayor James Rolph) seated in front of the lines of uniformed officers, the nearly finished City Hall in the background at left. Mayor Rolph laid the cornerstone of City Hall on October 25, 1913, and it was dedicated on December 28, 1915. The first meeting in City Hall chambers was held on October 9, 1916.
