Description
Called to the Presidency of the Council by Wilhelm I, he passed the military credits that provided Prussia with a model army. From 1864 to 1871, he achieved German unity. As Chancellor of this Empire, he dominated the diplomatic scene for twenty years, imposing on Europe a system of alliances based on the isolation of France. Unable to bear the young William II, he left power in 1890.Communication to Franz Langer of the nomination as consul of Havre-de-Gr‰ce. The Chancellor announces that he will present the request to the Emperor. 2 pp. in-4. Berlin, 20.04.1898. Included one circular letter and one fragment of letter.
