Page 3 contains a printing of “An Act for Establishing the Temporary and Permanent Seat of the Government of the United States." This act, which is dated 16 July 1790 and signed in type by President George Washington, marks the beginning of Washington, DC, as the Federal Capitol City of the US Government.
