The Artist Tenants Association formed in the early 1960s to pressure New York City mayor, Robert Wagner to allow artists to occupy manufacturing districts not zoned for residence. This work by the ATA was a significant force which gave way to the Soho artist loft culture of the mid-late 20th century.
