This is a pair of locks from the Penn Central Railroad. One is a steel lock made by Adlake and comes with a chain. The other is a brass lock, and this is one that we have never seen before. No one in our group has seen a brass Adlake lock from the Penn Central, so this is definitely a rare, hard to find piece! Both locks have key covers that snap back properly.
