Esteemed abolitionist and American educational reformer Rep. Horace Mann served as an anti-slavery Whig from Massachusetts from 1848-1853. This work provides a record of the memorable speech delivered by Rep. Horace Mann to the U.S. House of Representatives in opposition of the controversial “Fugitive Slave Law” on February 28, 1851. Passed in 1850, the infamous Fugitive Slave Law required that all escaped slaves, once captured, be brought back to their slaver. The passing of this law was yet another of the many polarizing events leading up to the U.S. Civil War.
