Massachusetts H.R. 1776 Resolves Rising 3 Battalions

Manuscript Document Signed, "J. Warren Spkr.", 3pp on a bifold sheet, 8" x 12.75", Massachusetts, October 24, 1776. Flattened folds; minor soiling; light toning and scattered foxing; else very good plus condition. 

Speaker of the House James Warren handwritten resolves detailing the increasing of captains, lieutenants, and ensigns in three of fifteen battalion companies, "...it is necessary that measures be immediately take to compleat the raising the proportion of men assigned this State by the Honorable Congress with the greatest dispatch." On the second page, Warren addresses provisions, "...each non-commissioned Officer and private Soldier who shall inlist into the Continental Service as aforesaid shall be intitled to and receive from this State one Blanket annually or Eighteen Shilling in case he Shall procure one himself..." 

James Warren (1726-1808) was president of the Massachusetts provincial congress, a radical Patriot who had long been active in the political affairs of the colony and their respective localities. Warren, a merchant and gentleman farmer from Plymouth, represented his town in various legislative bodies from 1766 to 1778 and served on many local revolutionary committees. He was elected president of the provincial congress on June 19, 1775 and became speaker of the new house of representatives on July 19, 1775. His close friends John and Samuel Adams tried without success to have him appointed a Continental brigadier general, but on July 27, 1775 Warren was made Continental paymaster general, which office he held until the following April. Warren also served on the navy board for the eastern department from 1776 to 1781 and was a major general in the Massachusetts militia from 1776 to 1777.
