Nettleton was the son of William Nettleton (1822–1905), a 19th-century American pioneer and Minnesota politician, who has often been considered a founder of Duluth and dedicated himself to developing northern MN while the territory was on the cusp of becoming a state. He represented the Arrowhead Region in the Minnesota House of Representatives during the 2nd Minnesota Legislature.
