Born in 1929, Sievers emigrated to the Netherlands the following year with his parents. After attending grammar school, he completed his formal education at the Royal Academy of Pictorial Art in The Hague. There he studied under Professor van Dam of the Academy of Art as well as Vogel, a famous Dutch painter of urban scenes.During his early life, Rein traveled throughout Western Europe, painting in each city he visited. In keeping with the teachings of his mentor, he studied the people and their interactions as they moved through the bustling streets of Paris, London, Cologne, Amsterdam, and several other European cities. As part of his interest in the cityscape, he also came to the US for several years in order to spend time in the major metropolitan areas of New York and Chicago. He lived in the US and Canada until 1981 when he returned to Europe. He mastered urban impressionistic painting by capturing the beauty and light of city streets, as well as the energy and activity of the people on them. Sievers' paintings contain a natural warmth and familiarity that flows from his loose brush strokes and sophisticated use of color.
