The Vsevobuch (Universal Military Education) Directorate of the Revolutionary Military Committee operated from 1918-1923, and carried the out the tasks of preparatory military training and recruitment. The poster shown comes from a series of posters produced for Vsevobuch in 1919 (according to Butnik-Siversky), that also included a well-known Moor poster to a similar text. Muslim Cavalry regiments, formed primarily from the peoples of the Caucasus, were always held in high regard by the Tsarist military commanders. The Red Army leaders may have sought to revive this tradition.
It must be noted that the Caucasus were out of Red Army control for most of 1919, so the 1919 dating had been questioned by some experts, who argue for 1920-1921 dating. A large number of Muslim soldiers fought on the side of the Reds in 1919 campaign against Kolchak, but these units were formed from Tatars and other peoples of the Volga region.
