Robert Pattison served as governor of Pennsylvania 1883-1887 and 1891-1895. He was appointed a member of the United States Pacific Railway Commission by Grover Cleveland and was elected its president. Pattison wrote the Commission's dissenting report, recommending that proceedings be instituted for forfeiting the charters of the railroads and winding up their affairs. This pamphlet was issued without title page or wrappers; it is preserved in attractive modern binding. Cowan p.476.Condition
