January 1, 1852
[signed] Benito Juarez".
Benito Juarez, a well-educated lawyer of indigenous origins, first embarked on his political career in the early 1830s. Juarez was the Governor of Oaxaca when he composed this letter. Its likely recipient was José Fernando Ramirez, the Minister of Internal and External Relations in the cabinet of Mexican President Mariano Arista (1802-1855). During Juarez's gubernatorial tenure, he invested in the local infrastructure, improving the port, roadways, government palace, and schools. Juarez served as President of Mexico between 1858-1872, during which time he weathered both civil discord and foreign invasion.
