According to ‘The Southern Debate Over Slavery’,
“Between 1787 and 1793 the Delaware General Assembly passed several laws to prevent the unauthorized exportation of slaves. Those convicted of that offense faced a fine. The assembly passed these laws because, as one preamble noted, exporting slaves was “contrary to the principles of humanity and justice, and derogatory to the honor of this state.” In certain cases, however, an owner might apply for special export license from a group of three or five justices of the peace to sell a particularly violent slave out of the state.” (from
