All silk stevengraph ribbons comprising: 1.) Conjoined oval jugate portrait ribbon headed "Tariff Reform" with vignette depicting an inverted horseshoe. 2.) Jugate ribbon with band of stars at top edge above a federal eagle carrying a U.S. flag. 3.) Ribbon with a bust length portrait of Cleveland at the top, above a vignette with federal eagle flaked by two U.S. flags. Bottom contains a depiction of the White House.
