Description
Two Russian Imperial items bearing the coat of arms. The largest made of silvered brass is possibly a paperweight displaying the coat of arms in front surrounded by a wreath, and a small protruding bulge on the back. The second item is a bronze badge with the title "??????? ?????????" emblazoned on the sides of the coat of arms. The back of the badge is adorned with the date the badge was rewarded: July 12, 1889.
Zemskiy Nachalnik, or "land commandant" was an official appointed by the Ministry of the Interior, usually a former officer or local landowner, who interfered in all aspects of peasant affairs.
