He died in Montevideo on February 14, 2004.From 1954 to 1958, he studied drawing and painting at the National School of Fine Arts, Montevideo with Vicente Martín; In 1962 he won the Carlos María Herrera Scholarship by competition, making a study trip to Europe.He had individual exhibitions on several occasions, among them: Moretti Gallery, 1966; Aramayo Gallery, Portón de San Pedro Gallery, 1968; Uruguay-United States Cultural Alliance, 1969; Karlen Gugelmeier Gallery, 1970, 1983; Maldonado American Art Museum, 1984,1992; Swiss Bank Corp Gallery, 1994. In 1995 the Central Bank awarded him the Figari Prize.He participated in the national salons of 1960, 1962, 1966; in the Portrait Room of the National Museum of Fine Arts, 1966; in the Municipal Hall, 1967; National Commission of Fine Arts in Paysandú, 1967; First National City Bank, 1968; and other group exhibitions inside and outside the country.With a very imaginative painting, Neme creates grotesque and voluminous incarnations of rough and stripped-down expressionism with which she portrays the human condition. He evidences a crude social criticism at the same time as poetic. A strange climate is achieved by the use of an unreal chromaticism. Humor, talent and sensitivity appear in his work.He is represented in museums and collections in Uruguay and abroad.
