It was a big part of why I wanted to be president. Come see me…’. Boldly penned in blank marker. One small offset area at right margin, otherwise very good. Clinton issued his now-famous address on health care reform to a joint session Congress on Sept. 22, 1993, arguing that the United States’ current system was broken, costly and riddled with bureaucracy and greed. He urged for the creation of a universal, affordable and comprehensive health care system and, on Nov. 20, 1993, the President’s Health Security Act was introduced. Less than a year later it would be abandoned due to lack of bi-partisan support.
