Historic Official Partly-Printed Double-Sided Broadsheet Large Size Document, measuring about 13.25" x 16.25", 2 pages (front and back), at New York. Signed in Printed TYPE by George Washington as President, Thomas Jefferson as Secretary of State, Frederick A. Muhlenberg as Speaker of the House of Representatives, and John Adams as Vice President and President of the Senate.
This document is a Ship's Register and Sailor's Contract from the sailing Sloop "Polly", with a listing of the crew members and amounts due them appearing on one side; and a "True Copy" of, "AN ACT - for the Government and Regulation of Seamen In the Merchant's Service" printed on the other side (with the mentioned typeset signatures ). The sloop, mastered by Nathaniel Donnell, was "bound from the Port of Portsmouth to Bermudas & from thence to a Port or Ports in the Southern States & from thence back to Portsmouth" and lists 4 names, including: 1 Master, 1 Mate, and 2 Seamen. This document has some small separations at the fold edges, typical chipping and bumping at the outer margin edges, tone throughout with soiling and dampstaining. Overall, solid and historic in appearance, ready for framing and display.
Act for the Government and Regulation of Seamen:
While not widely known, the first federal labor law was adopted by none other than the first Congress in 1790. The "Act for the Government and Regulation of Seamen" represented a robust effort to protect the rights of sailors, who had historically been subject to exploitation by ship owners (and/or ship "masters"). The Act was premised on a compromise between labor and management: in exchange for enforceable contractual rights and workplace safety protections, sailors agreed not to desert their ship until the expiration of their specified contract term.
