Born in Kyoto, Inoda Seii attended the school known today as Kyoto City University of Arts, graduating in 1927, and later studied under Nishimura Goun (1877-1938). He participated 17 times in the Teiten national art exhibitions and their later iterations between 1931 and 1957, winning awards at several of them.
