Royal Doulton Lighter, Old Charley Lighter; D5227 (brown hat; dark green coat; blue polka-dot bow tie). Designed by Charles Noke, issued 1959 -1973. Size: 3.5"HTen o'clock and all's well was the familiar call of the Charlies, watchmen who originated during the reign of Charles II and were named after him.
