Very displayable front page with a 5 column color political cartoon of Uncle Sam, smoking a cigar, lounging across the United States with his feet on Philippine Is.and his hand resting on Cuba. The caption “How the Old World Regards Uncle Sam Nowadays,” shows a new found respect for America’s power. On July 1, 1901, the civil government of Phillipines was inaugurated with William H. Taft as the Civil Governor.
