A revealing group of documents, the Civil War was over, but the underlying grievances and racial attitudes remain. The Bureau of Refugees, Freedmen, and Abandoned Lands (i.e. Freedmen's Bureau), was a federal government agency established in 1865 to aid freed slaves in the South during the Reconstruction. It was especially active in setting up, monitoring, and enforcing labor contracts for both men and women. It also set up a new system of health care for the freedmen. It was not highly regarded by the white southerners. The two circulars are signed by Captain William Royal. He was captain of Company F, 9th Colored Infantry Regiment, during the Civil War, and, after the war, a Freedmen's Bureau agent in Georgia.
