Dated in type on lower wrapper, Sabado 10 de Julio. A review of Mexican governmental difficulties in light of the losses to the U.S. and of possible future directions for the country. In his preamble, he makes it clear that he believes the country has an inflated, undeserved opinion of itself. He believes Congress is a mess and that an unbiased press would do the country much good. He is against peace negotiations. Written just before the fall of Mexico City.
