Republican deputy for Paris, he fought Napoleon III's policies and was Orsini's lawyer. Minister for Foreign Affairs in the National Defence government, he was unable to oppose Bismarck's demands and had to agree to link the capitulation of Paris to the armistice. As Thiers' minister, he negotiated the Peace of Frankfurt in 1871 and resigned shortly afterwards.
