Description
Educated in Paris, he began a career as a journalist. Elected to the Chamber in 1889, he became Under-Secretary of State for the Colonies, then Minister for the Colonies. He was a staunch advocate of the expansion of the Colonies. In 1899, he negotiated an agreement with Great Britain on the Nile Valley and Central Africa. German difficulties in Morocco led to his withdrawal in 1905.Autograph letter signed dated Paris, 03.01.1893; to the prefect "...you know that I do not meddle in these matters, wanting to leave the freedom to those who bear the responsibility..."; Letter signed dated Paris, 26.02.1901 to Jules Siegfried "... me recommandant la candidature ˆ la Croix de la LŽgion d'Honneur de M.
