A lawyer, socialist activist and MP for Muret, he was Minister of Finance under the Front Populaire (June 1936 - June 1937), then Minister of Justice in the Chautemps cabinet (June 1937 - March 1938). He chaired the two constituent assemblies of 1945-46, then the National Assembly.
